Military takes over from police in Egyptian city

PORT SAID, Egypt (AP) ? Egypt's police forces have withdrawn from the streets of this restive city on the Suez Canal, handing over security to the military after nearly a week of deadly clashes.

The Interior Ministry says its forces turned over responsibility for ensuring security in Port Said to the armed forces on Friday "to alleviate tension" in the city.

For the past six days, the local security headquarters has been the site of clashes have killed eight people, including two security officials.

The Health Ministry says two protesters died Friday from wounds sustained late overnight in clashes outside the security building, one from a bullet to the head.

Protesters in Port Said celebrated the withdrawal of police from the streets. Some demonstrators stood on military tanks, chanting in support of the army.

(AP) ? A St. Louis-area animal shelter has found a home for a 37-pound cat named Biscuit. It even found him a sympathetic shoulder to meow on.

Operators of the St. Charles County shelter say recent news coverage of the tubby tabby's plight led to more than 100 adoption requests for him.

The St. Louis Post-Dispatch (http://bit.ly/10gClxR ) reports that Biscuit will go to live with Ed and Lisa Pyatt next week. The Eureka couple adopted another fat cat, Max, several years ago, and Ed Pyatt says it'll be good for Max to have a buddy.

Biscuit is roughly three times the weight of a normal adult cat and will have to stay on a strict diet. His previous caretakers had to give him up because they could no longer care for him.

China aims to pacify middle class; boosts defense

BEIJING ? China pledged to tackle problems which threaten to alienate the country's growing middle class and aspirational masses as?its once-in-a-decade changing of the guard at the top of the country?s government got under way.

"We should unwaveringly combat corruption, strengthen political integrity, establish institutions to end the excessive concentration of power and lack of checks on power and ensure that officials are honest, government is clean and political affairs are handled with integrity,"said China's outgoing premier Wen Jiabao at the China?s National People?s Congress (NPC).


Wen on Tuesday enumerated major domestic challenges that have caused public discontent in recent years ? air pollution, toxic factories, tainted food and abuses of power ? and pledged more resources to environmental protection and public welfare. His speech was a tacit admission that quality of life had been sidelined by a focus on breakneck economic growth.

"We are keenly aware we still face many difficulties and problems in our economic and social development," said the premier, whose family was accused in a New York Times report late last year of amassing billions of dollars in assets.?

While the Chinese leadership also announced a boost in defense spending, the focus of this year?s Congress appeared to be decidedly domestic.

Widening inequality and a more discontented middle class were the big issues facing new leaders, said Damien Ma, analyst at the Paulson Institute, an independent think-tank.

"The problem is whether China can address the costs of that growth and seriously face the growing social cleavages that such growth has wrought,"?he said. ?

The rhetoric about improving the quality of life was not new, said Susan Shirk, an expert on Chinese politics and former Deputy Assistant Secretary of State during the Clinton administration.

To boost domestic consumption and mitigate the widening rich-poor divide, China plans to migrate hundreds of millions of farmers to the cities in the next ten years. With higher incomes, the urban middle class will boost domestic consumption which will underpin future economic growth.?

In addition to promising to grapple with environmental and social welfare issues, the government announced a 10.7 percent increase to its military budget, continuing the double digit increases seen in the last two decades, even as the country appeared set to see its lowest economic growth in years.?

A new aircraft carrier and stealth fighter bombers would be added to the military amid escalating maritime disputes with Japan and other Asian neighbors, the NPC announced.

The defense modernization will help to ?resolutely uphold China?s sovereignty, security and territorial integrity,? Wen said during his last work report after ten years at the helm of China?s Cabinet.

The move is seen as attempt of the new leadership headed by Party chief and incoming President Xi Jinping to project strength and forge strong ties with China?s military, a major base of support. China is now the world?s second biggest military spender with $114 billion, after the United States which spent $633 billion last year.

The ongoing military buildup was not cause for alarm, Shirk said.

?The increase is consistent with past budgets... Roughly in line with economic growth. Not a massive military buildup,? she said.

House Likely to Pass Continuing Resolution on Thursday

House Republicans unveiled a stopgap measure today to fund the federal government through the rest of the fiscal year, a move intended to mollify a deeply divided Congress that has fought through three years of bruising budget battles.

The continuing resolution, known around Washington as a CR, is subject to sequestration levels in its entirety, setting the top-line overall rate of spending at $982 billion, down from $1.047 trillion the previous fiscal year.

The CR keeps the FY2012 spending level as a base for 10 out of 12 appropriations bills, but notably, the legislation includes a full-year Defense appropriations bill, as well as a full-year Military Construction/Veterans Affairs appropriations bill. These two measures, which are still subject to sequestration, were negotiated with broad bipartisan support even though they did not become law during the last session of Congress.

Aides on both sides of the aisle say the funding tactic enables lawmakers to respond to changing circumstances or address the funding priorities of an agency rather than rely on existing spending plans that may have become outdated or impractical.

"The legislation will avoid a government shutdown on March 27, prioritize DoD and Veterans programs, and allow the Pentagon some leeway to do its best with the funding it has," Rep. Hal Rogers, the chairman of the appropriations committee, wrote in a statement Monday. "This CR package is the right thing to do, and it's the right time to do it."

For example, former Defense Secretary Leon Panetta told Congress the Pentagon has an $11 billion shortfall below the administration's request this year for the Operations and Maintenance section of the defense budget. To close that deficit, the Defense appropriations bill included in the CR takes about $7 billion from Research and Development and Procurement and increases the authority for Operations and Maintenance by about $10.4 billion.

While in practice the rebalanced money for Operations and Maintenance cushions the effect of the arbitrary sequestration cuts, aides say legislators drafting the bill did not write the bill with the intent to offset sequestration.

"It's just the right thing to focus on the core function of government: national security," one House Republican aide said. "An $11 billion shortfall [in Operations and Maintenance] affects readiness."

Democrats, however, contend that the Pentagon and Department of Veterans Affairs are "not unique" to the funding challenges facing Washington. Rep. Nita Lowey, the ranking Democrat on the Appropriations Committee, said it is "extremely disappointing" that the CR locks most of the federal government into "outdated plans and spending levels."

"Governing by continuing resolution limits the ability of federal departments and agencies to respond to changing circumstances, implement laws enacted by Congress, eliminate unnecessary spending, and budget responsibly," said Lowey, D-N.Y. "It has an adverse effect on federal efforts to improve schools, health care, and homeland security; protect the environment; and create jobs and grow the economy."

The legislation also addresses an apparent need for increased security, identified after the Benghazi attack in Libya, by including a provision to increase the current level for embassy security by about $2 billion. The CR also provides additional funding for federal prisons and includes a provision requiring Immigration and Customs Enforcement "to sustain the mandated capacity of 34,000 detention beds."

It also extends the current pay freeze for federal employees, which includes members of Congress and Senators, even though President Obama has issued an executive order implementing a 0.5 percent pay increase.

Despite an impasse over sequestration last week, House Speaker John Boehner emerged from a meeting with President Obama and other congressional leaders Friday, assuring reporters that a government shutdown is not in the cards.

"The House is going to move a continuing resolution next week to fund the government past March 27, and I'm hopeful that we won't have to deal with the threat of a government shutdown while we're dealing with the sequester at the same time," Boehner, R-Ohio, said.

The bill is expected to be on the floor for debate on Wednesday and a vote on Thursday.

Though it has yet to receive official EPA numbers, we've got a hunch the CLA will score a surprisingly strong highway fuel economy rating. Why the confidence? Since the muffler couldn't be covered due to its heat generation, the structure itself was instead formed into a flat shape, finishing off the airflow with an aerodynamically clean flourish.

The CLA's attractive starting price is certainly a strong draw for the younger buyers Mercedes hopes to attract, but it may just be strong fuel economy numbers-- aided by exceptional aerodynamics-- that tip the scales for those crucial conquest customers.

Cornell and Rutgers researchers report in the March issue of Oceanography that the severe loss of summertime Arctic sea ice -- attributed to greenhouse warming -- appears to enhance Northern Hemisphere jet stream meandering, intensify Arctic air mass invasions toward middle latitudes, and increase the frequency of atmospheric blocking events like the one that steered Hurricane Sandy west into the densely populated New York City area.

The article, "Superstorm Sandy: A Series of Unfortunate Events?" was authored by Charles H. Greene, Cornell professor of earth and atmospheric sciences and director of Cornell's Ocean Resources and Ecosystems program; Jennifer A. Francis of Rutgers University's Institute of Marine and Coastal Sciences; and Bruce C. Monger, Cornell senior research associate, earth and atmospheric sciences.

The researchers assert that the record-breaking sea ice loss from summer 2012, combined with the unusual atmospheric phenomena observed in late October, appear to be linked to global warming.

A strong atmospheric, high-pressure blocking pattern over Greenland and the northwest Atlantic prevented Hurricane Sandy from steering northeast and out to sea like most October hurricanes and tropical storms from the Caribbean. In fact, Sandy traveled up the Atlantic coast and turned left "toward the most populated area along the eastern seaboard" and converged with an extratropical cyclone; this, in turn, fed the weakening Hurricane Sandy and transformed it into a monster tempest.

Superstorm Sandy's extremely low atmospheric pressure and the strong high-pressure block to the north created violent east winds that pushed storm surge against the eastern seaboard. "To literally top it off, the storm surge combined with full-moon high tides and huge ocean waves to produce record high water levels that exceeded the worst-case predictions for parts of New York City," write the researchers.

Greene, Francis and Monger add: "If one accepts this evidence and . . . takes into account the record loss of Arctic sea ice this past September, then perhaps the likelihood of greenhouse warming playing a significant role in Sandy's evolution as an extratropical superstorm is at least as plausible as the idea that this storm was simply a freak of nature."

CAIRO (AP) ? Clashes between protesters and the police in the restive Egyptian city of Port Said that entered their second day Monday have dragged in the military to a dramatic extent into the nation's turmoil.

At times in the violence, frictions have arisen between the police that were battling protesters and army forces that tried to break up the fighting. Troops in between the two sides were overwhelmed by police tear gas, one army colonel was wounded by live fire, and troops even opened fire over the heads of police, bringing cheers from protesters.

Three policemen and three civilians were killed in the fighting, and troops stood by as protesters torched a government complex Monday that contains the city's main police building.

The scenes, following three weeks of strikes and protests in the city, have underlined a scenario that many in Egypt view with a mix of concern and relief ? that the military may move back into politics, prompted by mushrooming protests, a breakdown in law and order and mounting challenges to the Islamist President Mohammed Morsi. Some opponents of Morsi have outright called for the military to take power, and even those who say they oppose a military return have used the prospect to pressure Morsi to find some consensus in the country's political crisis.

Prominent opposition leader Mohammed ElBaradei warned of decaying state institutions and rising levels of violence.

"The regime in its current form is unable to manage the country," he wrote on his Twitter account. "There must be a radical review before it is too late."

Unable to halt the violence, both the police and military Monday sought to deny any tensions between them. Meanwhile, there was no official comment from the presidency following one of the worst flare-ups of violence since January.

Unrest also spread in other parts of the country. In the capital, Cairo, protesters blocked the main thoroughfare along the Nile River, and police tried to clear them with volleys of tear gas. Other disgruntled young men set fire to two police cars in two different locations in Cairo, sending police fleeing the vehicles in the middle of traffic.

The unrest in Egypt is reaching new heights, just weeks before the parliamentary elections scheduled next month, which have further enflamed an already tense political landscape.

Opposition leaders are calling for a boycott of the elections, accusing Morsi of failing to seek consensus over critical issues, such as the drafting of the constitution and the elections law. Morsi opponents accuse him of working to lock his Muslim Brotherhood's hold on power.

"How can elections be held with the tragic situation in Port Said and as martyrs are falling there and in other provinces," former presidential candidate and leading opposition member Amr Moussa said in an email. "How can elections be held with security undermined everywhere in the nation."

Months of violence have prompted calls by some in the opposition for the military, which ruled for nearly 17 months after the fall of autocrat Hosni Mubarak in February 2011, to take back power and contain the discontent.

Hundreds of Port Said residents, followed by some in other provinces, took the symbolic step of going to public registrar offices to issue "power of delegation" documents asking the military to step in "manage" the country.

Abdullah el-Sinawi, a commentator and columnist in the daily Al-Shorouk newspaper, said the "clashes between police and military which took place, even if they were limited, represent the absence of the rule of law."

Such a clash between two powerful institutions "warns of the decay of the state," he said. There were increasing signs from the generals of their displeasure with Morsi's management of the country and lack of political openness, he said, raising the specter of military intervention, perhaps not to remove Morsi but to prevent a breakdown.

Morsi supporters and members of the Muslim Brotherhood have downplayed rising expressions of discontent. Mohammed el-Beltagi, a senior Brotherhood member, told reporters that Egyptians will never accept the military back in power.

Another senior Brotherhood member, Gamal Heshmat, told the legislature Monday that the media is portraying Port Said as if it is "on fire."

"Anyone watching from outside will think that Egypt is all Port Said," he told a parliamentary session, according to the main state-run daily, Al-Ahram.

Port Said, on the Mediterranean coast at the mouth of the Suez Canal, has been in turmoil since late January, when a Cairo court issued death sentences against 21 people, most residents of the city, for involvement in Egypt's deadliest soccer riot in February 2012. The verdicts sparked angry protests in the city, which turned into deadly clashes with police, leaving more than 40 dead, including two policemen.

Residents have been outraged by what they call excessive force by the police and by Morsi's backing of the security forces. The police said most of the protester deaths came during an attempt to storm a prison.

Tensions have risen further ahead of a court hearing planned for Saturday that is expected to confirm the death sentences and issue new verdicts for police officers and other Port Said defendants also charged in the soccer riot case.

Port Said's fighting Sunday began when thousands of protesters marched on the police headquarters after word emerged that 39 defendants in the soccer case had been transferred to prisons outside the city ahead of Saturday's hearing.

The protesters Sunday lobbed rocks and firebombs at the police building. The police, heavily deployed around their building, moved out to try to push back the protesters.

Army officers tried but failed to negotiate an end to the fighting. Then the troops began getting hit. An army colonel was shot in the right leg by live ammunition, military spokesman Ahmed Mohammed Ali said. Soldiers were overwhelmed by the tear gas that police were firing at the protesters. In one case, captured on video, a tear gas canister fell inside a military armored vehicle, and the choking soldiers stumbled out, helped by protesters who carried them to an ambulance.

The military deployed their vehicles between the protesters and police. They fired in the air in the direction of the police, witnesses said. "The people and army are one hand," cheering protesters chanted.

One protester, 25-year-old Mohammed Atef, said the scene restored his confidence in the military. "We felt they are feeling the injustices against us; that they decided to protect us too."

But another said she believed the military was only acting to protect itself. "The military only moved against the police when one of theirs was shot," said Amira el-Alfi, 33. "It is pretending, and is moving neither to protect institutions, nor to protect people."

On Monday, soldiers and military vehicles escorted thousands marching in the funeral procession for the civilians killed in the fighting the day before.

"It is now war between us and you, Interior Ministry," the marchers chanted as they carried the coffins of the dead to the cemetery. Many wave the black-white-and-green flags of Port Said that have become a symbol of the city's revolt against the government.

On their way back from the funeral, protesters hurled rocks at the police headquarters, which lies in a government complex. Police responded with volleys of tear gas. The military largely stood by. Flames were visible from the provincial government's headquarters and a nearby tax authority office, adjacent to the police building.

On Monday, both the military and the Interior Ministry, which is in charge of the police, sought to dispel any sign of friction between their forces. The Interior Ministry issued a statement saying "unknown elements" fired arbitrarily at the police and military with the aim of sowing sedition and causing escalation.

In a statement late Sunday, the military denied it fired at police. On Monday, the military spokesman Ali said that the fact that people on both sides were injured indicates that unknown elements were behind the gunfire.

McConnell takes on group for criticizing wife

WINCHESTER, Ky. (AP) ? Senate Republican Leader Mitch McConnell lambasted a liberal group on Saturday for criticizing the Asian heritage of his wife, former Labor Secretary Elaine Chao, calling its Twitter messages "racial slurs" and "the ultimate outrage."

"They will not get away with attacking my wife in this campaign," McConnell told about 100 home-state supporters at a Republican dinner in Winchester.

"This woman has the ear of (at)McConnellPress ? she's his (hash)wife," the group Progress Kentucky tweeted on Feb. 14. "May explain why your job moved to (hash)China!"

McConnell forcefully defended Chao, who was born in Taiwan and who moved to the U.S. as an 8-year-old with her family aboard a freight ship.

"Elaine Chao is just as much an American as any of the rest of them," McConnell said. "In fact, she had to go through a lot more to become an American."

McConnell's aides had already criticized the tweets.

"Secretary Chao and her family are shining examples of the American dream: salt-of-the-earth folks who escaped oppression, came here with nothing, joined our great melting pot, worked exceptionally hard to build a thriving business, and then dedicated so much of their lives to giving back," said Jesse Benton, manager of McConnell's re-election campaign. "It is unconscionable that anyone would use blatant race-baiting for political gain."

Progress Kentucky removed the offending comments from Twitter after Louisville public radio station WFPL-FM aired reports about them. And the group issued two apologies over the past week for what they described as "inappropriate tweets sent by our organization."

"Those tweets did not reflect our values, and we are committed to making sure nothing like that happens again," executive director Shawn Reilly said in a statement posted on the group's website. "We also apologize to our many supporters, and all Kentuckians working for change in 2014, for those communications. Comments with references to race, ethnicity or sexual orientation have no place in any debate, and we are deeply embarrassed by such a mistake."

Reilly said the volunteer who posted the comments no longer is affiliated with the group.

Criticism of the group wasn't limited to McConnell and his supporters. Numerous Democratic leaders, including actress Ashley Judd, who is considering a challenge to McConnell in next year's election, spoke up, too.

"Whatever the intention, whatever the venue, whomever the person, attacks or comments on anyone's ethnicity are wrong & patently unacceptable," she wrote in a Twitter message last Sunday.

Kentucky Democratic Party Chairman Dan Logsdon said the comments were "deplorable" and "have absolutely no place" in Kentucky politics.

McConnell and his wife have faced similar slights in the past. In 2001, former state Democratic Party chairwoman Nikki Patton apologized for saying that McConnell "passed up some good Kentucky pork to chow down at the Chinese money buffet."

NEW YORK (AP) ? Merck & Co. CEO Kenneth C. Frazier is convinced nearly everyone, from patients to long-term investors, wants the world's third-largest drugmaker to take big risks.

So Merck is plunging ahead in one of medicine's toughest challenges ? finding a drug to slow Alzheimer's disease ? despite repeated failures that have led most drugmakers to halt or scale back research on the No. 6 killer in the U.S. It's a particularly risky strategy because scientists are still unraveling exactly what drives Alzheimer's.

"When people question me (and ask) 'Aren't you putting a lot of money at risk for something that's hard?' I say, 'Isn't that exactly what the world wants a company like Merck to do?'" says Frazier, 58.

The company, based in Whitehouse Station, N.J., is taking risks even though it, like other major drugmakers, is being squeezed by the weak global economy, cuts in health care spending by governments, rising research costs and increased competition from cheap generic versions of drugs that once brought in billions.

Merck is pouring tens of millions into an experimental treatment for a new type of Alzheimer's drug meant to limit the main ingredient in the brain-damaging plaques believed to cause the disease. If it works, it could be the first drug to slow patients' mental and functional decline.

Roughly 100 Alzheimer's drugs have failed in the last couple decades. And the handful of medicines that have been approved only temporarily ease symptoms.

The Alzheimer's gamble is partly personal for Frazier, a Harvard-trained lawyer who became CEO in January 2011 after 19 years in various executive positions at Merck. His father, a janitor who raised Ken and his siblings in Philadelphia, died of Alzheimer's. Frazier and his wife had cared for him in their suburban Philadelphia home during his final years.

"My father, to me, was 10 feet tall," says Frazier, whose mother died when he was very young. "To see this disease take away his brain and to see him rendered like a child, it was devastating."

This isn't the first time Frazier has taken a big chance. After Merck pulled painkiller Vioxx off the market in 2004 because it doubled heart attack and stroke risks, Frazier, then Merck's general counsel, decided to fight about 50,000 patient lawsuits one by one, instead of negotiating a mammoth settlement covering most of them.

The strategy paid off. Merck won enough trials that, after four years of litigation, it was able to persuade plaintiffs' lawyers coordinating the cases to settle nearly all the lawsuits for $4.85 billion. That's a fraction of the $20 billion to $50 billion in liability analysts had initially predicted.

Merck's research bets haven't always paid off, though. The maker of Type 2 diabetes drug Januvia had a few promising drugs fail in tests recently. Among them were the highly touted cholesterol drug Tredaptive and a combo pill for patients with diabetes and high cholesterol called MK-0431E.

Still, the company, which has annual revenue of about $50 billion, got five medicines approved in the U.S. in 2011 and 2012, including breakthrough hepatitis C drug Victrelis. Merck also expects to apply for U.S. approval of five drugs in 2013: two allergy medicines, an anticlotting drug, a fertility treatment and an improved version of Gardasil, a vaccine that prevents sexually transmitted cancers. Other drugs already are under review, for conditions including insomnia and hardening of the arteries.

In an interview at The Associated Press headquarters in New York, Frazier talked about his plans for Merck, the future of the U.S. health care system and his meeting with President Barack Obama. Below are excerpts, edited for length and clarity:

AP: After your 14 years as a private practice attorney working with pharmaceutical clients, why did you choose to come to Merck?

FRAZIER: If you worked for Merck, you knew you were working for a company where scientists were driving the company strategy. The core of my job is to keep that cadre of world-class scientists going.

AP: What's your top accomplishment in the two years since you took over as Merck's chief executive officer?

FRAZIER: My biggest accomplishment is staying the course, I would say, at a time when investors are increasingly skeptical of pharmaceutical research and development. We are one of the companies that didn't cut our research budget. We said we weren't going to do that, and our stock got pounded initially. (The stock price fell 17 percent in barely 9 months, then steadily rebounded, climbing from just under $30 to around $43 now.) I'm feeling a lot better about it than I was a year ago.

AP: Why hasn't Merck reduced spending on drug research like many of its rivals?

FRAZIER: I'm going to continue to fund the important work we do in our laboratories. As long as we do that, we'll be able to recruit the world-class people who want to come to industry to do important work to translate basic science into medicines that make a difference to human beings. I think that's the core of what my job is about: to create an environment where the really good science happens inside Merck.

AP: How do you choose which diseases and types of drugs you want to research?

FRAZIER: We look at two things: Where's the scientific opportunity and where's the future patient demand? You don't want to repeat in areas where there are already good drugs available.

AP: As growth slows in developed countries like the U.S., international drug companies are fighting for market share in emerging markets such as China, India, Russia and Brazil. How is Merck's business in those countries?

FRAZIER: We're the fastest-growing company in emerging markets. We have a broad portfolio of products that meet the needs of their people for both infectious and chronic diseases.

Of 7 billion people alive today, 6 billion live in emerging and developing markets. We have a huge opportunity not only to grow our business, but more importantly, going back to what Merck stands for, to actually make a difference in the lives of the people in these countries. That's what gets me up in the morning. It is the next chapter in this company's history.

AP: Like most other big drugmakers, Merck has lost millions in revenue to generic drugs as big sellers such as asthma and allergy medicine Singulair, your top drug until it got U.S. generic competition in August, lose patent protection. How do you make up for that?

FRAZIER: We focus on the underlying growth of what's left of the portfolio. You either innovate or you become defunct. I want to make sure we are spending money wisely and getting a return on investment.

AP: Now that there are good, inexpensive generic drugs available for many common diseases, most big drug companies have switched their focus to specialty drugs ? complex medicines for rare diseases that can command very high prices. What is Merck doing?

FRAZIER: We have a lot of investment in specialty and oncology research, but the next few important products are for primary care and Alzheimer's, too. Merck is still committed to primary care. We stayed in vaccines when everybody got out in the '80s. That's why you have Gardasil today.

AP: The drug industry supported Obama's Affordable Care Act, which will bring health coverage to about 30 million additional people. Now that it's being implemented, how will it affect your company ? and the rest of the industry?

FRAZIER: I think we'll do well. I haven't done the calculations, but probably we'll make a little bit less. What's important is people can take their medicines. What's good for patients in the long run is good for us.

AP: What are some of the changes the U.S. should be making to control medical spending?

FRAZIER: We need to fix the misalignment of incentives, to stop paying for treatment volume rather than better care. I'd like to see a lot more spending on prenatal care and less at the end of life. Eighty percent of health care costs are driven by behaviors that can be controlled or modified ? excessive eating, smoking and drinking. We need a massive behavioral change.

AP: You joined several CEOs in a meeting with Obama in Washington late last year to discuss deficit and debt reduction. What did you tell the president?

FRAZIER: The president invited CEOs from different industries to hear what we thought, and whether or not we were prepared to support his approach, which calls for higher taxes on the wealthiest 2 percent. I support tax revenue increases, including the top 2 percent, but only if accompanied by responsible spending limits. The key is balance.

I talked to him about the importance of innovation, and I think the president understands that. I do worry that as we try to fix this long-term debt and deficit situation that we don't destroy the market incentives for biomedical research. What I fear is the government using its considerable clout to say, 'Here's the price we're setting for your medicines.'
