From 5 a.m. to 5 p.m. this Saturday and Sunday, the traffic lights at 96th Avenue Northeast and State Route 522 in Bothell will be reduced to a flashing red condition. Bothell Police Department officers will be on site to assist in traffic control; however, travelers should be prepared for delays.

The disruption is necessary in order to reduce speeds through a construction work zone. Puget Sound Energy (PSE) will be on site, replacing overhead power lines.

The luxury travel market is bigger today than ever before. Increasing affluence in the late 1990s and 2000s has greatly expended the market and there appears to be no end in sight. Round 2 goes to Phelps; Franklin denies Coughlin

OMAHA, Neb. (AP) ? Back and forth they went, Michael Phelps and Ryan Lochte turning the U.S. Olympic trials into nothing more than a match race between the world's two greatest swimmers.

They might as well have been the only guys in the pool, their arms whirling furiously, the two of them never more than a few inches apart. Then, at the wall, they thrust out their right arms.

Phelps touched first.

By five-hundredths of a second.

Sending an emphatic message to his biggest rival, Phelps stretched out to win a thrilling 200-meter freestyle Wednesday night, setting up a duel in London that just gets more tantalizing with every race.

"Neither one of us likes to lose," Phelps said. "We're going to have a lot of races like that over the next couple of weeks. That's how it always seems to shake out when we're in the water."

Can't wait until the next one.

Lochte won the 400 individual medley on the opening night of the trials, his third straight major victory over the winningest Olympian ever. But Phelps isn't going down that easily.

He got off to a stronger start that usual, leading at the first turn and holding the advantage through all four laps. Both swimmers got a big boost off the final turn, cutting through the water like missiles, and Lochte went stroke for stroke down the stretch. But Phelps stretched out his right arm at the wall, touching just ahead of Lochte. The winning time was 1 minute, 45.70 seconds.

"I'm glad I got one back," Phelps said. "But we;re going to have a lot more of those"

Phelps' victory was even more impressive given his busy night. He didn't even have time to celebrate, hustling back to the warm-down pool to get ready for the semifinals of the 200 butterfly. He came back 40 minutes later to post the third-fastest qualifying time, moving on to Thursday night's final looking to lock up a chance to defend the gold he won at the last two Olympics.

"I feel old," the 26-year-old Phelps quipped.

Speaking of busy, Missy Franklin left no doubt that she is swimming's next big star with a stunning performance in the 100 backstroke, signaling a changing of the guard in an event Natalie Coughlin captured at the last two Olympics.

Coming back to the pool just 20 minutes after qualifying for the final of the 200 freestyle, the 17-year-old "Missile" chased down Coughlin on the return lap to win with an American record of 58.85.

"I have dreamed of this moment, but I never thought it would come true at 17 years old," Franklin said. "Dreams do come true."

Coughlin got off to a typically strong start and was under world-record pace at the turn. But the 29-year-old couldn't hold off two teenagers. Eighteen-year-old Rachel Bootsma got past the 11-time Olympic medalist, as well, claiming the second Olympic spot in 59.49.

Coughlin was third in 1:00.06 and has only one more chance to make her third Olympic team: the 100 freestyle. She swam over to congratulate Franklin in the middle of the pool, but her chances of making a third straight Olympic team are hanging in the balance.

She hopes to have a shot at winning at least one medal in London, which would pull her even with Jenny Thompson and Dara Torres as the most decorated U.S. female Olympians.

"I did exactly what I needed to do tonight and gave it my best. That's really all you can ask for," Coughlin said. "I have won two golds in that. I am very proud of what I've done in the 100 backstroke and it's time for Missy and Bootsma."

Thompson and Torres each have 12 medals, and the 45-year-old Torres is back trying to make one more Olympic team. She has entered only one event in Omaha and has yet to swim.

Coughlin is down to her last chance in 2012.

"It's not exactly what I was hoping for coming into this," she said. "I'm a little bummed, but not nearly as much as everyone is expecting me to be. You're walking around the pool deck and people are acting like you're dying or something. I have another shot to make the team in the 100 free, and I'm looking forward to that. For the rest of this season, I'm a freestyler."

In another final, Breeja Larson pulled off a huge upset in the 100 breaststroke, beating Rebecca Soni and world-record holder Jessica Hardy. Larson won in 1:05.92, while Soni rallied to get the second spot on the team at 1:05.99.

"Maybe after tonight my dad owes me a steak dinner," said Larson, who is competing in her first trials. "After the steak has settled in, I might believe it."

Hardy finished third ? about a half-second too slow to earn a spot in London. She was eager for redemption after missing out on the 2008 Olympics because of a failed doping test, which resulted in a one-year suspension. An arbitration panel reduced the normal two-year ban, ruling that Hardy was the victim of a tainted supplement.

"It was a great race for me," said Hardy, who still has a shot to make the team in the 100 free. "I think I held it together. I'm happy with it. I gave it a good shot."

Also, Matt Grevers captured the men's 100 backstroke with the second-fastest time ever, 52.08. Nick Thoman finished second in 52.86 to take the second spot on the Olympic team.

"I wanted to for the world record after prelims," said Grevers, who was only 14-hundredths off Aaron Peirsol's mark. "I'm the guy to shoot for now, and I like that."

Lochte said he went out too slow in the beginning of the 200 free, a mistake he intends to correct when he gets to London. Phelps' winning time was nearly 3 seconds slower than his gold-medal effort in Beijing, though that was aided by high-tech bodysuits, which have since been banned by the world governing body.

"We didn't really try to pick it up until, like, the last 75, so I'll save that for the Olympics," said Lochte, whose time was 1:45.75. "I was just really relaxed for the first 125, and then the last 75, I was like, 'All right, now we've got to put it in gear.' So I kind of waited a little late, but I'll take it."

Phelps' coach, Bob Bowman, said Phelps and Lochte were so concerned with racing each other "that they forgot to go fast." Phelps actually posted a faster time in a Grand Prix meet this year.

"When we're next to each other, we sort of play cat-and-mouse," Phelps said. "We like to see what each other does ... then put every ounce of energy into the last 50."

They'll have one more showdown in Omaha, facing off in the 200 individual medley. Then it's off to the meet that really matters, where Phelps is plotting another eight-event program in what he says will be his final Olympics, giving him a chance to match his record performance four years ago.

Lochte is standing in the way this time.

"I love racing against him," the Floridian said. "It was really fun."

Court's Verdict on Health-Care Reform Holds Surprises, Legal Experts Say

THURSDAY, June 28 (HealthDay News) -- After the U.S. Supreme Court's announcement Thursday that it would uphold most of the 2010 Affordable Care Act, many legal experts were quick to register their surprise at the decision -- and their sense that perhaps the battle over health-care reform was not yet finished.

The complicated 5-to-4 decision allows the law to proceed with its goal of covering more than 30 million uninsured Americans. That includes the controversial "individual mandate" provision, which requires most consumers to buy health care insurance or face a penalty. The court held that the mandate fell under the category of a tax, and as such was constitutional and could stand.

That came as a surprise to Stephen Presser, a professor of legal history at Northwestern University School of Law in Chicago. He had predicted that the Supreme Court would find the health-reform law unconstitutional and the whole package would go down.

"I had thought that the issue of whether [the individual mandate] was a tax was over and done with," Presser said. "This strikes me as a disappointing decision, which fails fully to preserve the limitations on the Constitution of the federal government," he added.

"It's disappointing that all the proponents of the Act had steadfastly said that this was not a tax. That this was not a bill to raise revenues, that this was not a bill to increase health care costs. Had it acknowledged that it was in fact a tax, it's much more doubtful that it would have passed, given the thin margin that it did pass by, it may have made a difference. So what the court has done is salvaged the Act in a Constitutional sleight of hand," Presser said.

But Renee Landers, a professor of law at Suffolk University Law School, had betted on the other side -- that the mandate could still survive -- and today's decision justified her confidence.

"It was hard to stay with that opinion the last few weeks though because everybody was so busy hedging their bets," she said. She was somewhat surprised at one of the four dissenters: "I thought [Justice Anthony] Kennedy would go over for it, but he didn't."

However, she wasn't surprised that Chief Justice John Roberts backed the majority decision.

"I think at the end that Roberts was motivated by that overturning an act of Congress is a really significant action by the court even though not [entirely] unprecedented, and if at all possible the court should work to uphold the Constitution," Landers said.

The decision did limit the expansion of Medicaid as proposed under the law.

"What they said was that the part of the expansion that would penalize states -- that would withdraw all Medicaid funding from the states if they didn't go along with the expansion -- is invalid," Landers explained. "The expansion still exists, but a state can either sign onto it or not and won't lose all its current Medicaid funding if it doesn't go along with the expansion."

While some states are already expanding their Medicaid roles and others are happy to cooperate because of the federal funding they'll receive, she said, "there are always those states who are very parsimonious -- not generous -- in granting Medicaid benefits to adults. So basically, this decision will have the effect of limiting the impact of the law in getting more adults insurance coverage."

Another expert, Robert Field, a professor of law in the department of health management and policy at Drexel University's School of Public Health, weighed in and found that each side may have gained from the decision.

"I do think this is potentially a win for both sides, although the losers in the case may not immediately see it this way," Field added. "I think [President Barack] Obama wins politically. He gets around the charge that [Republican Mitt] Romney had been making that he wasted all his political capital on something that was unconstitutional."

And for conservatives, "there is no new precedent that expands Congress' power" when it comes to the Medicaid provision, Field added.

"[The Justices are] saying that Congress can expand Medicaid and can offer states a carrot to expand it, but they cannot follow the carrot with a stick that would take away their entire Medicaid programs if they don't agree to the expansion," Field explained. "The carrot is the 90 percent to 100 percent of the expansion that Congress will pay. However, the law had said that if the states don't go along with that they could lose funding for their entire Medicaid program. Now that wouldn't happen. The worse that would happen to them is their programs will stay as they are."

Gregory Magarian, a professor at Washington University School of Law in St. Louis, believed that the entire law would pass by a narrow margin, but on a different basis.

"The result is what I was expecting on the mandate, but the way they got to it is not at all what I was expecting," Magarian said. "It sounds to me that the court was trying to be as cautious as it could in wading into the constitutional issues. What it found was the narrowest way to uphold the mandate and therefore uphold the rest of the Act. I think the result is the right result under my best understanding of the law so I'm very happy with what the court did. But it really is a curveball in terms of how they got there."

So, is this the end of the battle over health care reform? Probably not: the fight may simply switch venues, the experts said.

Today's decision by the Supreme Court settled the constitutionality of the Affordable Care Act, and now "Congress is free to change the provisions of the statute that the Court has said is constitutional," according to Landers.

"Congress could repeal the statute, revise the statute, or reduce, or decline to appropriate funds for the various programs the Act contemplates," Landers explained. "So now, a great deal rides on the November election -- control of the House and Senate and/or the outcome of the presidential election."

Presser added that, for now, however, "whatever else you want to say about the opinion, it creates a situation where the court steps aside. Roberts is the chief justice and he thinks about institutional issues and it's not surprising that he may have wanted to avoid a political firestorm. What is surprising is how he did it."

Landers said that whatever happens next politically, "in the meantime, I think that states have to move forward in implementation because they have some deadlines in January 2013, like taking steps to create their own [health insurance] exchanges that they have to meet, and you can't do that kind of thing overnight."

Most importantly, the phone will be connected to the sponsoring organization?s seating chart, allowing you to pick a seat for a performance, charge your preloaded credit card and download an electronic ticket you can present at the concert hall by flashing your smart phone at a scanner.

If that interactive/invasive process seems more like something for you than your remote-control-challenged mother, you?re not far off. In fact, the growing generational divide between patrons of the arts and their media consumption habits was the blue-haired elephant queued up for tickets in the living room at the Arts Reach conference at New York University last March. Put bluntly: Can you reach the graying and balding with tweeting and social networking?

Exceptions notwithstanding, there?s no mistaking certain demographic trends. Big-ticket performing arts companies?the symphony orchestras, the chamber music societies, the Broadway belt that needs tourists to shell out $86.28 for the worst seats in the mezzanine?count on a privileged sector of the baby-boom generation and older.

Trends indicate that those might be the last generations who take a daily newspaper. Newspapers? Internet-edition paywalls are, for most publications that have tried them, useless for converting paid subscribers and generating revenue. Yet, printing is prohibitively expensive and readership is sliding in favor of eyeballs online, where banner ads aren?t making enough money, despite the audience.

Facebook boasts hundreds of millions of users, obsessively checking in several times a day?that?s reach and frequency. But the company?s IPO revealed that although half of Facebookies use mobile devices to access the site, they are devices for which there is no Facebook advertising model?yet.

More than 44 percent of Americans have smart phones, but they skew young. The elderly have gone from the poorest group in America to the wealthiest, with the disposable (literally, some critics would argue) income to pay $262 to watch a play. But arts companies need to refresh their audience with Gens X and Y and millennials to survive as something more than museums of tourism.

?While the traditional media audience has moved on, the rates have increased,? objects Doug Mobray, president of Mogo Arts Marketing in Corte Madera, Calif., pointing to a counterintuitive direction of newspaper ad rates and readers. ?The cost per impression has increased substantially.?

The decline of print readership, exaggerated by the generational split between baby boomers and older and nearly newspaper-free youth, is the ?first and most obvious change,? says Tom Greenwald, executive creative director at SpotCo, one of New York?s specialized arts marketing agencies.

?It used to be a foregone conclusion that the lion?s share of a media budget would go to The New York Times,? he says. ?Now you might advertise there just to please the stars and agents, but the campaign is going to be mostly online banner ads and social networking.?

Greenwald says a lot of live entertainment still targets the 55-year-old woman; though she might not be constantly on Facebook, she?s probably online somewhere, and sites such as broadway.com can gear their initiatives toward that demographic. She may not be tweeting or playing Facebook games, but she will find some online point of purchase.

Greenwald says more than half of Broadway ticket sales happen in online transactions rather than phone sales. ?It?s gotten to the point where they don?t even put phone numbers in the ads,? he points out.

Now Greenwald oversees Facebook campaigns that celebrate the 20,000 fans of Chicago with ticket giveaways. Samuel L. Jackson tweets to Twitter followers about The Mountaintop. A ?nun? from Sister Act performs a video blog. Most shows, Greenwald says, use a combination of ?social networking presence and refreshing websites. The great thing about the Internet is that it is an extension of the show. In the tradition of those Evita TV ads, you can run video content with sound.?

He ?roadblocks? (commands all of the display ad space) select sites. Banner ads can be programmed with Flash and HTML to sport animation and sound. Live clips can be constructed from B-roll of the shows themselves, but they can be cinematic and even conceptual. Advertising on TV is now supplemented by so-called earned media?working the morning news shows least likely to be DVRed. ?It?s expensive to buy TV,? Greenwald says, ?but everyone works it.?

It?s not as if Spotco abjures traditional outdoor advertising or print, but ?spending $110,000 on The New York Times won?t pay off,? Greenwald declares.

Clint White, president of New York?s WiT Media and lecturer at Sotheby?s Institute of Art, acknowledges the arts audience is ?growing older, absolutely. But the good news is that those patrons are converted and believe in chamber music?or theatre or causes or art?and all have made it clear that they?re interested. All we have to do is tell them what?s going on and they?ll sign up. It?s the other [younger] audience that has to be introduced.?

50 Cent out of hospital after car accident

50 cent is "doing fine" after his SUV was?rear-ended by a Mack truck?early Tuesday on the Long Island Expressway in New York.?

A spokesperson?told TODAY.com the rapper "was taken to New York Hospital Queens where he was treated for minor neck and back injuries. He was released this morning and is doing fine."

?Thisis50.com, a site with ties to?50 Cent's official website,?published photos of?the musician?in a neck collar and on a stretcher.

The driver of 50 Cent's car was also taken to the hospital.

According to Reuters, the employee said the tablet will help Google to "target Amazon" and the Kindle range of tablets and e-readers. Despite the existence of Google Play Books, which are available on any Android tablet, the insider said that Google "doesn't have anything like Amazon's service" -- a quote which may not make a ton of sense, but which does support the general notion of a $199 rival to the Kindle Fire.

The newly announced Nexus 7 tablet will be the first Android device to ship to market, that will be carrying Google Chrome as the standard browser. This is pretty significant, and it looks as though that beta period is about to come to an end. Chrome is a seriously impressive browser that just cries out for tablet use. Maybe this is the start of a beautiful new relationship?

How to Opt Out of Facebook's New Changes

So many of us are in the same boat. Every time the tech blogs update us on Facebook's newest changes to its privacy policy/affronts to our dignity, the blood boils and the outrage makes us want to quit. Then, after a tweet and a couple of minutes have gone by, we realize we're just bluffing ourselves. Because work demands we use social media, or because we'd never interact with friends and close relations without Facebook, we stay.

The next best thing, then, is to try to keep up with Team Zuckerberg's quiet machinations and adjust your settings accordingly. Fortunately, even though Facebook is careful to do a quiet rollout on many provisions it knows will alienate the user base, eagle-eyed bloggers usually catch the changes.

Today, for instance, without asking your permission, Facebook made your @facebook.com email address the default email in your profile. (Yeah, you've got one. If anybody ever actually emailed to it, the message would go into your Facebook messages inbox.) Sam Biddle at Gizmodo explains how to undo Facebook's latest bit of hubris.

As its acquisitions of Instagram and Face.com would suggest, Facebook is as much a photo-sharing service as anything. Its algorithms will now automatically recognize your face in photos?unless you opt out. Slate explains how to just say "no" to this one.

Lastly, The Social Network has launched a service called Find Friends Nearby, which will do just that?tell you which Facebook users are in your physical proximity. If you're yelling at your screen, "I don't want to be found!", don't worry. "Facebook's Newest Stalking App," as ReadWriteWeb is calling it, is opt-in only.

Nintendo of America president Reggie Fils-Aime in an interview with Kotaku which took place on the final day of E3, feels that gamers are always craving for more.

"One of the things that, on one hand, I love and, on the other hand, that troubles me tremendously about not only our fan base but about the gaming community at large is that, whenever you share information, the perspective is, 'Thank you, but I want more.' 'Thank you, but give me more.' I mean, it is insatiable," Reggie said.

"And so for years this community has been asking, 'Where's Pikmin?' 'Where's Pikmin?' 'Where's Pikmin?' We give them Pikmin. And then they say, 'What else?'" Reggie continued. "For years, this community have said, 'Damnit Reggie, when you launch, you better launch with a Mario game.' So we launch with a Mario game, and they say, 'So what's more?'"

"I have heard people say, 'You know, you've got these fantastic franchises, beyond what you're doing in Smash Bros., isn't there a way to leverage all these franchises?' So we create Nintendo Land and they say, 'Ho-hum, give me more.' So it's an interesting challenge."

Reggie was asked why there were no new IPs and game experiences shown at E3 for the Wii U. "When we show a game like Brain Age or when we show a game like Nintendogs, what's the fan-based community reaction? 'Ho-hum.' Until it sells millions of copies," said Reggie.

"It's not a question of understanding," Reggie added. "I think people understood what we showed. It's the question of, as a gamer, 'Is this for me and something I can get excited about?' And Wii Fit did not get that reaction. And yet 43-million copies around the world, it's a phenomenon. And so I would argue that the gaming community actually is unable to differentiate between a phenomenon and something that is 'ho-hum.'"

Arkla Gas BBQ Grills and BBQ Grill Replacement ... - Food and Drinks

Arkla is one of the oldest names in the grilling industry, as the company has been credited with designing one of the first outdoor gas grills. This was done because Arkla Embermatic, which is actually the Arkansas Louisiana Gas Company, wanted to sell more natural gas to its customers. As a result, these grills became a regular household item, as many people were sick of dealing with briquettes and lighter fluid. Arkla grills grew in popularity and other companies began selling similar items.

Even though this company is no longer involved in the grilling industry, there are a lot of these grills in daily use. Arkla barbecues and many manufacturers from an older, different era of quality made commodities that were built to last many years. The H burners and Oval burners used in older model barbecue grills are easily replaced and the rest of the grills can easily function for many decades of outdoor barbecuing.

Many Arkla Embermatic grills date back to the 1960s, so it can be difficult to track down replacement grill parts.

One of the most common problems with these grills is that the burner stops functioning which is easy to fix. The majority of the GR40 models feature a larger cooking area and use an H-burner. There are a number of different styles of H-burners but there were dozens of manufacturers each with dozens of models who all used the same design of H burner, if not the exact same size with double and single venturi tubes to attach to the grill valves. Most of the 3000 and 4000 level Arkla grills also use this style of burner, while the smaller grills used an oval styled burner. All of these burners are made from stainless steel or a thick cast iron.

Heat shields on an older Arka BBQ grill will eventually corrode and the type of Arkla replacement vaporizer shield will be dependent on the size and model of the grill. The 2000 and 3000 level grill use a 10 5/8? x 18 1/4? shield, the 4000, 5000 and GB models use a 10 5/8? x 20 1/2? or a 10 5/8? x 23 3/4? shield. It is useful to know the Arkla grill model number in order to find the right replacement heat shield but often grill repairs can use the same product from a different model or make of gas grill. Most BBQ grills will be designed with either a grid to support lava rocks or a vaporizer shield. A briquette grid is designed to add heat at the grilling surface by conducting heat while the vaporizer plate is designed to spread convectional heat while deflecting dropping grease while barbecuing. The vast majority of Arkla Embermatic barbecues used lava rocks grids. Grids are easily replaced and are available in hundreds of sizes.

The Arkla BBQ replacement rock grates are dependant on the size of the grill indicated by the model. The majority of the 2000 level grills, along with some of the larger ones, use a 10 3/16? x 18 3/16? grate, while most of the 3000 and 4000 level models require an 11 5/8? x 17 1/4? grate. There are a few 3000 and 4000 level grills that use a 11 3/4? x 19? or 11 3/4? x 20? rock grate, although the largest grills that are offered by this company go all the way up to 12 1/2? x 27 1/4?. Replacement briquette grids can be off-sized as long as the depth from fron to back within the fire box is correct. Because the grid mounts in the barbeque grill firebox front and back this must be measured but the width from left to right can be a few sizes too small and still properly conduct heat for barbecuing. All of these products are made from carbon steel or cast iron that has been porcelain enameled or galvanized and designed hold up against all kinds of use and outdoor weather.

Arkla grills were sold at Sears under the Kenmore name during the 1980s. Through its long history, Kenmore barbeque grills have been manufactured by a large number of grill companies and importers. As a true manufacturer, Arkla made solid products under the Arkla name but also Embermatic and Preway built to last for many decades regardless of extreme heat, rain and freezing snow. The Arkla Embermatic barbecue grills that are still in use are grilling strong in both residential and commercial environments and are certainly worth repairing. Even the best made gas grills need gas grill replacement parts from time to time but the Arkla barbecues are reliably built for decades of use with minimal grill repairs.
