HOUSTON -- Of the 32 National Football League franchises, 26 have cheerleaders. Cheerleaders are a popular attraction that can help a team garner additional media coverage, increased fan support and boost the team's overall image.

The Baltimore Colts were the first team in the NFL to have cheerleaders in 1954.

There are currently six NFL teams without cheerleaders -- the Chicago Bears, Cleveland Browns, New York Giants, Detroit Lions, Green Bay Packers, and the Pittsburgh Steelers.? When the Packers and Steelers faced off in Super Bowl XLV earlier this year, it was the first time in Super Bowl history that the game was without cheerleaders.

NY Times Co to sell regional newspaper group for $143 million (Reuters)

(Reuters) ? The New York Times Co said it will sell 16 regional newspapers spread across the U.S. Southeast and California to Halifax Media Holdings for $143 million in cash to cut costs and focus on its most important newspapers and their websites.

The Regional Media Group to be hived off has a weekday circulation of about 430,000, with newspapers like Sarasota Herald-Tribune, The Ledger, in Florida; Herald-Journal in South Carolina; and The Press Democrat in California in its stable.

Last week, the Times Co said it will sell its regional newspapers days after Chief Executive Janet Robinson announced her sudden retirement.

The regional papers have struggled recently because of weak local retail and national advertising, partly reflecting the broad struggles of the economy.

The group's revenue -- more than a tenth of Times Co's overall sales -- fell about 7 percent to $190 million in the first nine months of this year.

The company said it will record an after-tax gain of $150 million on the sale, which is expected to close in a few weeks, in the first quarter of 2012.

Halifax Media owns The Daytona-Beach News Journal, among other papers and media businesses across the south.

Times Co shares were up 2 percent in after-market trade. They had closed at $7.76 on Tuesday on the New York Stock Exchange.

Analysis: U.S. online poker ruling at risk in future (Reuters)

WASHINGTON (Reuters) ? While the Internet poker world salivates at the prospect of its business coming back to life thanks to an Obama administration ruling, a future president could reverse that decision and send the industry back to drawing board if it is not codified into law.

Late on Friday, the eve of Christmas weekend, the U.S. Justice Department's Office of Legal Counsel issued a legal opinion stating that the 1961 Wire Act prohibited online betting only for sporting events and contests, not Internet games such as poker or lotteries.

That opens the door to online poker and leaves it to each state to decide whether to legalize the multibillion-dollar industry. Pressure likely will mount on the Congress to address the issue too.

A Justice Department memorandum can be withdrawn and a controversial decision can be reversed. Courts can intervene and render it void. One way to assure the future of the ruling is for Congress to codify it into law.

"This is just an opinion of the Department of Justice and only reflects what the Obama administration would bring charges on. Future departments of Justice could interpret the Wire Act differently," said Greg Gemignani, a lawyer and expert in Internet gaming with the Las Vegas firm Lionel Sawyer & Collins.

It seems hard to imagine a future U.S. administration pulling back should many states go ahead and approve online poker. But there is precedent for reversing a president.

At the beginning of President Barack Obama's term in 2009, the Justice Department took the rare step of withdrawing opinions that the Office of Legal Counsel issued during the Bush administration related to interrogations of terrorism suspects by the Central Intelligence Agency.

STAGE SET

"An opinion of the Office of Legal Counsel can be withdrawn or changed, although it is not often done," said Linda Shorey, a partner at K&L Gates LLP in Harrisburg, Pennsylvania, who focuses on gaming laws and regulations.

"Under the U.S. Constitution, only the courts have the authority to determine whether the Wire Act applies to poker wagers," she said. "The Department of Justice memo is not binding on the courts."

The U.S. Court of Appeals for the Fifth Circuit, based in New Orleans, has ruled in favor of the poker industry on the Wire Act, saying it only applied to sports betting, but a federal judge in Utah has ruled against it.

That could put pressure on Congress to address the issue. But with elections due in November, lawmakers are typically loathe to do anything controversial that could spark the wrath of their constituents.

"With the (conservative) Tea Party in such a powerful position (in the House of Representatives), that just seems to me impossible" that legislation would pass anytime soon, said I. Nelson Rose, a professor and leading gambling consultant and expert for states and the industry.

The ruling by the Justice Department hands the states the power to make decisions about what forms of online gambling, if any, are legal, he said. If they permit it, then states could reach pacts to allow their residents to play online in each other's jurisdictions as well, Rose said.

Republican Representative Frank Wolf, head of the panel that oversees the Justice Department's annual budget, was puzzled by the decision to reverse the long-standing position and planned to ask for an explanation, his spokesman said.

The casino industry is eager for Congress to pass legislation that would ensure uniformity in regulating the industry.

"If there is not a federal bill then you will see individual states each passing unique sets of rules," Caesars Entertainment Chairman Gary Loveman told Reuters. "It's obviously a far less rational way to proceed and it runs the risk of not addressing the illegal operators in any way."

PROSECUTIONS UNTOUCHED

While the Justice Department decision will likely have far-reaching ramifications for the gaming industry, one area it leaves untouched is pending prosecutions against individuals and companies facing charges over online poker businesses.

Federal prosecutors may still come after online gamblers using state laws that prohibit such activity and they could always add federal fraud, conspiracy and other charges.

They did exactly that in New York when prosecutors charged a dozen people and their online poker businesses this year with conspiracy to commit bank and wire fraud, money laundering and violations of a 2006 law banning most Internet gambling.

Because they were not charged under the Wire Act, the new legal memorandum will have no impact on that case, said a Justice Department source who declined to be further identified.

The prosecutors appeared to carefully avoid using the 1961 law in making the charges, knowing that this controversy over the Wire Act was brewing, according to Rose.

"It's actually quite startling that they're charging people with money laundering and illegal gambling and yet never mention the major federal statute," he said, adding that they likely did so "because they knew they were in trouble with the Wire Act."

A Justice Department spokeswoman said online poker did not constitute betting on a sporting event under the Wire Act, but said that other state and federal laws will still apply to online gambling.

"In states that ban various forms of gambling -- including Internet poker -- the department will be able to investigate and prosecute those gambling businesses under the Unlawful Internet Gambling Enforcement Act and other sections of the criminal code," said Justice Department spokeswoman Alisa Finelli.

In the New York case, last week an executive for Absolute Poker, one of the three largest Internet poker companies, pleaded guilty to deceiving banks over the processing of gambling proceeds and conspiring to commit bank and wire fraud. Another individual pleaded guilty in May to similar charges.

As part of the prosecution, the U.S. government seized the Internet domain names of the three biggest online poker companies: Absolute Poker, Full Tilt Poker and PokerStars.

Lawyers for the defendants did not respond to requests for comment.

Google's SVP of Mobile just provided us with another glimpse inside the horse's mouth, claiming that Android scored 3.7 million new device activations over Christmas Eve and Christmas Day. To put that in context, Flurry reported that total Android and iOS activations on Christmas Day alone totaled 6.8 million. If we can accept a very high margin of error, and if we assume that the vast majority of Rubin's activations were on the 25th, then we might extrapolate a roughly even split between the two rival platforms. Considering where Android was just a couple of Christmas's ago, it's no wonder that Mr Rubin is in the tweeting mood.

Zynga Giants Top Fastest-Growing Facebook Games

[Every other week, Gamasutra examines the fastest-growing Facebook games according to monthly active users, looking at which titles and developers are having the most success attracting new players on the social network.]

Zynga's biggest titles, which also happen to have the biggest audiences out of any games on Facebook, continue to lead the Top Gainers list, with big names like FarmVille and CityVille growing again after a year of shedding users.

Due to a number of factors, including Facebook changing how it counts "active users" for apps several months ago, many of the biggest games on the social network now report much smaller user counts -- some smaller by tens of millions.

FarmVille, though, has seen an uptick lately. Two weeks ago it added 600,000 users, and this week it's the fastest-growing game with 1 million new players -- bringing its total to now 33.1 million virtual farmers.

CastleVille, the most recently launched game from Zynga, is still growing, though not as rapidly as previous weeks. It picked up 900,000 new users (compared to 7.1 million two weeks ago) for a total of 38.6 million players.

CityVille is another title that saw a dramatic drop in 2011, crossing the 100 million user mark earlier this year, and now halved to 49.3 million. The city-building sim done well in the last week, though, gaining 500,000 new players.

Four games attracted around 300,000 new users in the last seven days: Zynga's Adventure World (9.8 million total) and Words With Friends (13.8 million), Tetris Online's Tetris Battle (9.2 million), and Wooga's Magic Land (2.7 million).

Digital Chocolate's Galaxy Life has 240,000 new players (1.1 million total), while Ninja Saga (4.5 million), RockYou's Zoo World (2.3 million), and Halfquest's Arabic game Happy Farm each welcomed about 200,000 new users.

A Colorado man who found $10,000 before boarding a flight in Las Vegas says he returned the money to the owner because he wanted to show his children it was "the right thing to do."

Greenwood Village resident Mitch Gilbert told KUSA-TV he found two unmarked Caesar's Palace envelopes at the airport and realized there was money inside when he arrived home. The television station reported Monday (http://goo.gl/7aqpU ) that Gilbert called the airport and eventually got in touch with a man from El Paso, Texas, who reported the money missing.

Gilbert says he deposited the money in the man's bank account two days before Christmas. The man told the television station he won the money gambling and dropped it while running to catch a flight.

GOP: Gingrich, Perry will not be on Virginia ballot

Former House Speaker Newt Gingrich and Texas Gov. Rick Perry have failed to qualify for Virginia?s March 6 Republican primary, a setback in their bids for the Republican presidential nomination.

The Republican Party of Virginia announced the developments Friday and early Saturday, saying that the two have failed to submit the required 10,000 signatures to get on the ballot.

That Gingrich and Perry failed to get on the ballot in this state that votes on Super Tuesday underscored the difficulty that first-time national candidates ? many with smaller campaign operations and less money ? have in preparing for the long haul of the campaign.

It also illustrates the advantage held by former Massachusetts Gov. Mitt Romney. He?s essentially been running for president for five years, and his team, smaller than in 2008 but larger than most of his 2012 opponents, has paid close attention to filing requirements in each state. He will appear on the Virginia ballot, along with Texas Rep. Ron Paul, who also has run a national campaign before.

?After verification, RPV has determined that Newt Gingrich did not submit required 10k signatures and has not qualified for the VA primary,? the Republican Party of Virginia announced early Saturday on its Twitter website.

State GOP spokesman Garren Shipley said volunteers spent Friday validating petitions that the four candidates submitted by the Thursday 5 p.m. deadline to the State Board of Elections. Shipley was not available early Saturday to discuss the announcement posted on the website.

Failing to get on the ballot will be a major setback for Gingrich, who has tried to use his recent upsurge in popularity to make up for a late organizing start. Ironically, Gingrich had a slight lead over Romney, with others farther back, in a Quinnipiac poll of Virginia Republicans released earlier in the week.

The load of catching up on organizing work and a lack of advertising money to counter an onslaught of negative ads from his rivals have been major disadvantages.

Gingrich had to leave New Hampshire on Wednesday and race to Virginia, where he needed 10,000 valid voters? signatures to secure a spot on the ballot.

He said Wednesday he had enough ballot signatures, but he wanted to come to Virginia to deliver them personally. Taking no chances, his volunteers asked everyone to sign petitions before entering Gingrich?s rally Wednesday night in Arlington, just across the Potomac River from Washington.

Gingrich?s early-December rise in several polls gave him renewed hopes of carrying his campaign deep into the primary season. Failure to compete in Virginia, which is among the ?Super Tuesday? primaries, would deal a huge blow to any contender who had not locked up the nomination by then.

The state party?s Shipley said the party was validating petitions the candidates submitted by the Thursday 5 p.m. deadline to the state elections board. It began validating signatures Friday morning.

The 10,000 registered voters must also include 400 signatures from each of Virginia?s 11 congressional districts.

Meanwhile, Virginia?s Democrats said President Barack Obama?s re-election campaign gathered enough signatures to get him on the state?s primary ballot though he was the only candidate who qualified.

Linaro member boards get accelerated builds of Android Ice Cream Sandwich

Remember Linaro? How could you forget, right? The non-profit engineering organization that formed back at Computex 2010 has been plugging away for over 1.5 years now, and its most recent development involves everyone's fav-o-rite build of Android: Ice Cream Sandwich. The company has just released ICS builds supporting accelerated graphics on two of its member's low cost development boards: the Samsung Origen and ST-Ericsson Snowball. The outfit already displayed videos of Android 4.0.1 running on TI's PandaBoard and Freescale's i.MX53, and the accelerated graphics support that has been made available today makes use of the ARM Mali-400 processor. For those unaware, developers are able to create optimized Linux-based devices with the support of Linaro, and if you're in one of those member groups, you'll also enjoy DS-5 with Gator and libjpeg-turbo support. Weekly Sandwich: Ham, Cheddar & Apple Butter

I just liked the sound of it. Ham, cheddar and apple butter. Found it on The Galley Gourmet, an excellent recipe site by a Midwestern mother of three. I figured the sandwich's mix of sweet and savory had to taste pretty darn good. And it does.

What drew my interest most was the apple butter. I'd never tasted it before. I'd heard of it, sure, but only in reference to people who didn't know their asses from it?an endearingly crusty old insult, one my aunt used to say sometimes and one I've always enjoyed, as long as it wasn't being said about me.

I also liked the site's writer, Nicole, and her use of the word "tartine" in the sandwich's name. Tartine means open-faced, which I didn't know and am sure I'll forget because it's a tough word to wedge into conversation often enough to make it stick. But I'll certainly remember The Galley Gourmet's recipe for this surprisingly delicious ham, cheddar and apple butter tartine.

  • 6 ? ?inch thick slices of good country bread *?
  • 2 tablespoons of unsalted butter, softened
  • 1/3 cup apple butter, homemade or store bought
  • 2 tablespoons Dijon mustard
  • 2 tablespoons grainy Dijon mustard **
  • 1 ? ?lbs Black Forest Ham, thinly sliced (I use Boar's Head) ***
  • 12 oz extra sharp white cheddar cheese, sliced
  • 2 tablespoons chopped fresh chives

Here are The Galley Gourmet's instructions:

Place oven rack to highest position and preheat the broiler. In a small bowl combine the mustards and set aside.

Butter 1 side of each slice of bread with the butter. Place on a baking sheet. Broil until the bread begins to brown, about 2 minutes. Remove from the oven and spread the mustard mixture evenly over the toasted bread. Then spread the apple butter evenly over the mustard. Layer the ham and the top with the cheese slices. Return the baking sheet to the oven and broil until the cheese melts and begins to brown in some spots, about 2 minutes. Remove from the oven and sprinkle with chives. Serve immediately. Enjoy!?

WASHINGTON ? Sen. John McCain said Monday the world is better off now that North Korean leader Kim Jong Il has died and predicted that the dictator would join the likes of Adolf Hitler "in a warm corner of hell."

McCain's political colleagues, including GOP presidential hopeful Mitt Romney, joined the prominent and outspoken senator in saying bluntly that Kim will not be missed after decades of oppression and threatening the world with his nuclear program.

"I can only express satisfaction that the Dear Leader is joining the likes of Gadhafi, bin Laden, Hitler and Stalin in a warm corner of hell," said McCain, the top-ranking Republican on the Senate Armed Services Committee.

Kim's departure leaves gaping uncertainty over whether his untested son Kim Jong Un would survive the palace intrigue and power jockeying in the wake of his father's passing.

Members of the intelligence committees were briefed Monday on the intelligence community's best guess. They were told an Kim Jong Un regime, once established, would be much like his father's, but first, the 27-year-old might have to fight for it, according to two U.S. officials briefed on the intelligence. They spoke on condition of anonymity to discuss classified matters.

Kim Jong Un had only two short years to consolidate his influence on the military and elites who keep the Kim family in power, after being named the successor, which makes him weak, one of the officials said.

But he still is likely to survive the turmoil because those regime elites "are too invested in the family or too cautious to do anything else but support him," the official added.

"North Korea doesn't know what's going to happen next," including the family members who have run the country, House Intelligence Committee Chairman Mike Rogers, R-Mich., said in an interview.

"The biggest telltale sign was the fact the military said no mourning in streets, trying to keep everyone locked down," including troops being told to stay on their bases, so public sentiment won't lead to unrest.

"Most people believe that everything will be quiet for the short term, and you will be able to decide over next weeks or months," whether 27-year-old Kim Jung Un can hold onto power.

Paul Stares, with the Center on Foreign Relations, said the U.S. would be watching closely three upcoming public events ? Kim's funeral, his son's birthday celebration and the state's annual New Year's address. Questions to be answered: Who is the new leader speaking to? Who is standing around him? Does China attend? Who do they send?

"These are all critical signs for us," said Stares.

Pete Hoekstra, the former Michigan congressman who served as chairman of the House Intelligence Committee, said the U.S. has "no clue what will happen" in the wake of Kim's death.

"Getting access into the inner dynamics of North Korea has always been hard," said Hoekstra, who is running for the Senate. "It was always a place where the majority of (intelligence) briefings would start out, `We believe ...'"

As little as a year ago when Hoekstra left the post, intelligence on North Korea was spare, derived mostly from signals intelligence such as intercepted communications, but few human sources, he said.

Spies need both to help cross-check tips from intercepted snatches of conversation with people on the ground.

The two U.S. officials insisted intelligence capability has improved, however, pointing out that U.S. intelligence is certain that the test missile launch just after Kim Jong Il's death was planned long beforehand and had nothing to do with the death or succession.

NATO ends its 7-year training mission in Iraq (AP)

BAGHDAD ? NATO has ended its seven-year training mission in Iraq with a ceremony in Baghdad's Green Zone.

During Saturday's ceremony, senior Iraqi military commanders praised NATO's role in training Iraqi army and security forces since the program began in 2004.

NATO announced on Monday that it would permanently shut down the training mission and withdraw all of its soldiers by Dec. 31 because of the failure to agree on an extension with Iraqi leaders.

Those negotiations stalled over NATO's request for legal immunity for the foreign trainers ? an issue that earlier torpedoed plans to keep a residual U.S. military presence in the country.

NATO has about 130 advisers from 13 member nations and Ukraine in Iraq.

Torrent of bad financial news flows out of Europe (AP)

DUBLIN ? Alarming financial news flowed out of Europe in a torrent Friday, just a week after the EU leaders struck a deal they thought would contain the continent's debt crisis.

The bombardment shredded hopes of a lasting solution to the turmoil that is endangering the euro ? the currency used by 17 European nations ? and threatening the entire global economy.

In quick succession:

? The Fitch Ratings agency announced it was considering further cuts to the credit scores of six eurozone nations ? heavyweights Italy and Spain, as well as Belgium, Cyprus, Ireland and Slovenia. It said all six could face downgrades of one or two notches.

? Moody's Investors Services downgraded Belgium's credit rating by two notches. Belgium's local- and foreign-currency government bond ratings fell to "Aa3" from Aa1," with a negative outlook. The ratings remain investment grade.

? Ireland's economy shrunk again much deeper than had been expected, with its third-quarter gross domestic product falling 1.9 percent. Ireland is one of three eurozone nations kept solvent only by an international bailout.

? Bankers and hedge funds were balking in talks about forgiving 50 percent of Greece's massive debts, a key issue in the debate over Greece's second rescue bailout.

? The red ink in Spain's regional governments surged 22 percent in the last year, endangering the central government's efforts to cut overall Spanish debt.

? France, the second-largest eurozone economy after Germany, warned that it faced at least a temporary recession next year.

? The euro hovered Friday just above $1.30, a cent higher than its 11-month low.

On the positive side, Fitch said France should keep its top AAA credit rating even though the country's debt load is projected to rise through 2014. Italian lawmakers overwhelmingly passed Premier Mario Monti's new austerity package in a confidence vote, even though many still objected to its pension reforms.

French officials and investors had feared that France could get downgraded, which would have immediate repercussions for the entire eurozone. France and Germany's AAA credit ratings underpin the rating for the eurozone's bailout fund.

European Union leaders confirmed Friday they have distributed the text of their proposed new budget-stability treaty, a pact designed to deter runaway deficits and supposed to become EU law by March. But as growth prospects fade across the continent, governments are facing the likelihood that Europe's debt crisis will prove longer and tougher to overcome than even their most recently revised forecasts.

Until this week, EU leaders held up Ireland as the model for how a debt-struck nation should behave ? defying economic gravity by simultaneously growing its economy while sucking billions out of that same economy in Europe's longest austerity drive.

But on Friday, Ireland announced its third-quarter gross domestic product fell 1.9 percent, its national product 2.2 percent. Economists had expected only an 0.5 percent fall for GDP and none at all for GNP. The latter figure is considered a better measure of Ireland's economic vitality because it excludes the largely exported profits of about 600 American companies based in the country.

Ireland has been cutting spending and hiking taxes since late 2008 and has plans to keep doing so through 2015. Next year's target is euro2.2 billion ($2.9 billion) in cuts and euro1.6 billion ($2.1 billion) in extra charges, including a hike in national sales tax to 23 percent and introduction of a new euro100 ($131) tax on every property.

But the country's finances this year are seriously out of whack: It is spending euro57 billion ($74.5 billion), including euro10 billion ($13 billion) to keep its five nationalized banks afloat, but collecting just euro34 billion ($44 billion) in taxes.

Labor union leaders say the unexpected slump confirmed Friday is irrefutable evidence that Ireland's 4.5 million citizens already have been squeezed too much, too quickly.

"Current policies are making recovery almost impossible," said David Begg, general secretary of the Irish Congress of Trade Unions. "No economy can sustain the sort of ongoing damage that is being inflicted on us."

"We need growth and we need it quickly," he added.

Ireland's year-old international bailout requires the Irish to reduce their annual deficits from an EU record 32 percent of GDP in 2010 to the traditional eurozone limit of 3 percent by 2015. But analysts agree that Ireland cannot hope to meet the 2015 goal if its economy doesn't grow sufficiently.

Ireland's recovery plan now presumes 1.6 percent growth in 2012 and 2.8 percent growth in each of the next three years ? figures many consider way too optimistic.

Alan McQuaid, chief economist at Bloxham Stockbrokers in Dublin, said Ireland would "do well" to reach 0.5 percent growth this year "given the deteriorating world economic backdrop and the fall-off in global demand." He said he doubted Ireland could top 1 percent growth next year.

In other developments:

ITALY:

The new premier's austerity package passed 495-88 Friday, but lawmakers on both the left and right criticized the pension reforms as too harsh. The plan raises euro30 billion ($39 billion) in extra taxes and pension reforms and plows about euro10 billion ($13 billion) of that back into growth measures.

Prosecutors in the southern region of Calabria, meanwhile, said they were investigating 10 envelopes with bullets inside found in a post office in the town of Lamezia Terme. The envelopes were addressed to the new leader Monti, his labor minister, former Premier Silvio Berlusconi and other top political or media figures, according to the Italian news agency ANSA.

Reports said the envelopes contained notes threatening those named if the austerity package wasn't changed.

GREECE:

European officials told The Associated Press that private holders of Greek bonds were resisting EU efforts to persuade them to take a voluntary 50 percent cut in the value of their holdings. The talks in Paris between EU and Greek leaders against representatives of global banks and hedge funds have been very difficult, they said.

The proposed euro100 billion ($130.6 billion) write-off of privately held Greek bonds is supposed to be agreed upon by early next year ? and it's central to Greece's second bailout deal. Without it, Greece's debt is forecast to escalate to nearly 200 percent of GDP.

SPAIN:

A new conservative government committed to increased austerity is coming into office next week, but it faces a rapidly deteriorating financial outlook.

The Bank of Spain announced a 22 percent surge over the past year in the debts of the country's 17 regional governments to euro135.2 billion ($176.6 billion). Spain's central government debt rose 15 percent to above euro706 billion ($922.3 billion).

PORTUGAL:

The main opposition party refused Friday to support the government's plan to amend the constitution to include a budget-deficit limit. All 17 members of the eurozone are supposed to make such commitments as part of the bloc's week-old plan to enshrine spending controls in a new treaty.

In a further worrying development, ratings agency Standard & Poor's on Friday downgraded the credit rating of six leading Portuguese banks to junk status.

Portugal received its own euro80 billion ($104.5 billion) international bailout deal in April.

Jerusalem --A method for increasing solubility (the ability of one substance to dissolve into another), developed by a graduate student at the Hebrew University of Jerusalem Casali Institute of Applied Chemistry, has yielded promising commercial benefits for industry, particularly in pharmaceuticals, cosmetics and agriculture.

The method, developed by Katy Margulis-Goshen, a Ph.D. student of Prof. Shlomo Magdassi, produces a rapid conversion of oil-in-water microemulsions, containing an insoluble substance, into a dry powder composed of nanoparticles which can easily be dissolved in water or other biological fluids.

For her work, Marguis-Goshen, who immigrated to Israel from the Ukraine in 1990, was chosen as one of the winners of this year's Kaye Innovation Awards at the university.

The process she developed is of unique industrial importance, since it leads to a significant increase in solubility and dissolution properties of almost any active ingredient, without a high energy investment.

Enhancing such solubility is especially important in the field of pharmaceutics, where nearly 50% of the newly discovered drugs cannot be administered or are very poorly absorbed due to their low solubility. Increasing solubility is also important in the field of agriculture, since the majority of insecticides are highly hydrophobic (resistant to mixing with water), and their regular application therefore requires the use of organic solvents, which are harmful to the farmer and the environment.

In cosmetics, active cosmetic ingredients for dermal delivery are usually also water resistant, so that incorporating them into non-greasy, water-based formulations is of great importance. The new process invented by Margulis-Goshen can be also applied in many other fields, such as nutrition and the manufacture of printing ink and paint.

If the active ingredient, for example, is a water-resistant drug, the powder developed in her method may be injected or incorporated into capsules, tablets and other fast-dissolving drug formulations. Such dosage forms have shown a tremendous increase in dissolution rate in water and biological fluids. They are expected to improve bioavailability of the drug, minimize its side effects by reducing the total dose needed, and allow drug targeting. A very significant improvement in drug dissolution has been shown in this way in tests with three drugs.

Similar beneficial results have been shown in applying the invention to the conversion of hydrophobic pesticides into a powder, allowing a reduction of at least six times in the effective concentration of the pesticide with utilization of water instead of organic solvents as the dispersing medium. In cosmetics, the powder containing active cosmetic ingredient may be incorporated into new, stable, water-based formulations.

The invention was patented by Yissum, the technology transfer company of the Hebrew University, which is seeking commercial partners for further R&D.

The Kaye Awards were established in 1994 by Isaac Kaye of England, a prominent industrialist in the pharmaceutical industry, to encourage faculty, staff, and students of the university to develop innovative methods and inventions with good commercial potential which will benefit the university and society.

Cable companies to resell Verizon Wireless service

(AP) ? Cable companies Comcast Corp., Time Warner Cable Inc. and Bright House Networks are giving up on their dreams of creating their own wireless network, opting instead to resell Verizon Wireless service.

The companies said Friday that they have agreed to sell their wireless licenses ? which they haven't been using ? to Verizon Wireless for $3.6 billion.

The deal "amounts to a partnership between formerly mortal enemies," said analyst Craig Moffett at Sanford Bernstein. The cable companies compete with Verizon Communications Inc., Verizon Wireless' parent company, for phone and cable-TV customers. Now, Verizon Wireless stores will be selling cable service.

Cable companies have long had ambitions to open a second front against AT&T Inc. and Verizon by setting up their own wireless networks. In the meantime, some of them have partnered with Sprint Nextel Corp. and Clearwire Corp. to offer wireless service.

Lately, there had been speculation that the cable companies would try for a deeper beachhead in wireless by investing in ailing No. 3 and 4 carriers Sprint or T-Mobile USA. That talk had gained currency as it's become clear that AT&T's deal to buy T-Mobile USA is firmly opposed by regulators.

The link-up with No. 1 carrier Verizon Wireless and the sale of the spectrum appears to preclude a deal between a cable consortium and one of the weaker players in wireless. Instead, the biggest cellphone company will strengthen its hand, if the spectrum sale is approved by regulators.

"Pity poor T-Mobile. Verizon just ran off with the last pretty girl in the bar," Moffett said.

U.S.-listed shares of Deutsche Telekom AG, the parent of T-Mobile USA, were down 53 cents, or 4.2 percent, at $12.25 in midday trading. Sprint shares were down 3 cents, or 1.1 percent, at $2.67.

"It's really hard for a cable company to expect to compete in a highly competitive wireless market," said Time Warner Cable spokesman Alex Dudley. He pointed to Cox Communications, another cable company, which this year shut down its plans to build out a wireless network.

"We got a good price for the spectrum," Dudley said. "An arrangement like this makes a lot of sense."

The cable companies paid $2.2 billion for the spectrum in 2006, so they're getting a 64 percent gain on a five-year investment. The spectrum covers about 85 percent of the country's population, and would have been sufficient to start up an independent wireless network.

Shares of Philadelphia-based Comcast rose 97 cents, or 4.3 percent, to $23.53. New York-based Time Warner Cable shares rose $1.90, or 3.1 percent, to $62.82. Orlando, Fla.-based Bright House Networks is privately held.

Time Warner Cable currently resells access to Clearwire's wireless data network as "4G" service. Dudley said it could continue to provide service to existing subscribers, but the arrangement with Verizon Wireless is exclusive, so it will stop selling to new subscribers.

Neil Smit, the head of Comcast's cable operations, said its Clearwire service, marketed as "Xfinity 2Go," will be shut down within six months. It has about 30,000 customers.

Clearwire shares were unchanged at $2.03.

Comcast, the country's largest cable company, owned the majority of the spectrum holding company, and will get $2.3 billion from the sale. Time Warner Cable, the second-largest cable company, will get $1.1 billion. Bright House, the sixth-largest, will get $189 million.

Verizon Wireless CEO Dan Mead said the company will combine the spectrum with some of its own unused holdings and launch service using the latest wireless data technology, dubbed LTE for Long-Term Evolution. The acquisition roughly doubles the number of airwaves Verizon Wireless would have available for LTE.

Mead said he expected the deal to close in the middle of next year, but didn't say when the spectrum would be put to use.

Moffett, the analyst, said the Federal Communications Commission would probably rather see the spectrum go to T-Mobile USA. One of the reasons its German parent company wants to sell it to AT&T is that T-Mobile USA doesn't have a lot of room on the airwaves, and can't keep up with Verizon and AT&T when it comes to expanding wireless data capacity.

But Deutsche Telekom is unwilling to plow more money into the U.S., so an outright purchase of the cable-company spectrum has not been in the cards.

The sale to Verizon does solve one problem for the FCC, Moffett said: that the cable spectrum holdings have not been put to use yet.

Under the agreement, the cable companies and Verizon Wireless will market each others' services. Billing will be separate, but the cable companies have the option to start selling Verizon Wireless service under their own brand in four years. Cox had a similar arrangement with Sprint, but gave it up last month, saying it was too small to compete with the big cellphone companies.

Verizon Communications, the New York-based phone company that owns 55 percent of Verizon Wireless, runs its own, competing cable-TV service called FiOS in some areas. In the rest of its local-phone territory, it resells satellite TV service from DirecTV Group Inc. based in El Segundo, Calif.
