Mailers fret over post's looming payment default

WASHINGTON (Reuters) - Mail industry companies are concerned about a looming default by the Postal Service on a $5.5 billion payment for future retiree health benefits, saying it adds to uncertainty about agency and helps speed the movement away from traditional mail.

The Postal Service has said for months that it could not afford to make the massive payment, which was originally due in 2011 but was delayed by Congress until August 1.

Congress has so far made no significant push to delay the health pre-payment again. Missing the payment, the first default in the agency's history, would not cause interruptions in service or prevent the Postal Service from paying suppliers and employees, USPS spokesman David Partenheimer wrote in an email.

But the Mailing and Fulfillment Service Association said the approaching default raises questions about the Postal Service's financial stability and Congress's commitment to helping remedy the agency's money woes.

"Each one of these deadlines that gets hit and missed, I think, creates a degree of uncertainty in the minds of those who make decisions about how they're going to manage specific marketing campaigns," said Ken Garner, president of the group representing mailers, printers and other mailing industry businesses.

"It just creates again this movement away from mail as a product," he said.

The Postal Service, which lost $5.1 billion in fiscal year 2011 and relies on sales of stamps and other products rather than taxpayer funds, wants congressional permission for business changes that include an end to Saturday delivery and an end to the future retiree contributions.

The mail agency has said it also cannot afford a second retiree health prefunding payment due at the end of the 2012 fiscal year, in September, without legislative changes.

"The need for comprehensive postal reform legislation has never been more urgent," USPS's Partenheimer wrote.

CASH CRUNCH

Even with the defaults, the agency could face a cash shortfall of $100 million in mid-October, the Postal Service's inspector general wrote in a memo to Postmaster General Patrick Donahoe dated last week.

But the agency will likely win a short reprieve through extra revenue from election-related mail that is expected to kick in about that time. Holiday mailing should also help get the agency through the winter, but cash is expected to be tight again starting in the spring of 2013, the memo said.

The USPS could save cash by suspending payments to a retirement account that already holds surplus funds, the report said. The USPS has said in financial documents that in the event of a shortfall, Congress likely would step in to keep the agency open.

As Americans have increasingly turned to online communication, the Postal Service has steadily lost money each year and has struggled to meet the annual, multi-billion-dollar retiree benefit payment obligations.

Lawmakers from both parties have said for more than a year that they planned to tackle legislation to overhaul the Postal Service and help return it to profitability, but the House of Representatives and the Senate do not appear close to a deal.

The Senate passed a bill in April that would spread the retiree health payments over more years, allow the Postal Service to end Saturday mail delivery, and let it use surplus funds in the retirement account to offer early retirement incentives as a way to reduce the workforce.

House leaders said last month they hoped to bring their own bill - which would keep the health pre-payments and create oversight groups to close facilities and cut costs - up for a vote before the summer recess. But a House vote has not been scheduled, and lawmakers leave at the end of this week until after the U.S. Labor Day holiday in early September.

"It's well past time for House leaders to follow through on past assurances to hold a vote on a postal reform bill," said Democratic Senator Tom Carper, one of the Senate bill's authors.

SHIFT TO ONLINE

Most members of the mailing community believe Congress will eventually pass postal legislation. But many said they worry that the longer that takes, the more likely a postal overhaul could involve painful changes in service - facility closings, delivery delays or rate increases.

Meanwhile, the uncertainty has spurred some businesses' efforts to look for ways to move transactions online, supplement direct mail communications with email and social networking, or branch out into new fields, industry insiders said.

"Those negative news stories are not unnoticed by major advertisers, by financial services companies, by other very, very large mailers who are looking at the months ahead in 2013 and thinking, 'How should I commit my media dollars?'" said Ben Cooper, of the Coalition for a 21st Century Postal Service, which represents the private sector mailing industry and some 8 million workers.

"These are not good signals to the market," he said.

The movement away from mail has already begun for some businesses. Banks including JPMorgan Chase and Bank of America have used the Postal Service's struggles to encourage customers to take advantage of online services such as electronic money transfer options.

Dave Lewis, vice president of marketing at ProList in Gaithersburg, Maryland, said many of the associations he works with have stopped sending cards in the mail to remind people to renew memberships. Instead, they are sending the reminders by email.

L.F. Miller, president of Catawba Print and Mail in Hickory, North Carolina, said his company is moving away from primarily making its money on mailing services into on-demand printing and other offerings.

To be sure, mailers say the mail is still the best method of communication for many businesses. Emails can get caught in filters, and older Americans are not active on social networks. The Postal Service also works extensively with big mailers to keep them using the mail.

Don Jarred, vice president of production services for Aspen Marketing Services, said direct mail continues to be a major feature in clients' marketing plans.

And Neil Metviner, chief marketing officer at OSG Billing, said that while some of his customers have expanded into electronic billing for convenience, he did not see his business changing as a result of fear about the Postal Service.

Even so, some mailers are eyeing alternatives.

"I don't have faith in making money on the mailing side anymore," Miller said.

Romney will 'respect' Israeli use of force with Iran if it proves necessary

Mitt Romney would "respect" an Israeli decision to use military action if necessary to prevent Iran from obtaining nuclear weapons, a senior aide said today.

In a briefing to preview Romney's speech slated for this evening overlooking the Old City in Jerusalem that will focus on the U.S.-Israel relationship, foreign policy adviser Dan Senor said that Romney believes preventing Iran from nuclear capabilities is the "highest national security priority."

"If Israel has to take action on its own, in order to stop Iran from developing that capability the governor would respect that decision," said Senor.

Senor said that Romney hopes that diplomacy and sanctions will succeed in halting Iran's nuclear ambitions, but added, "Gov. Romney recognizes Israel's right to defend itself, and that it is right for America to stand with it."

According to excerpts from his speech to be given later, Romney will tell Israel, "My message to the people of Israel and the leaders of Iran is one and the same: I will not look away; and neither will my country."

"Make no mistake: The ayatollahs in Tehran are testing our moral defenses. They want to know who will object, and who will look the other way," Romney will say.

Romney met this morning with Israeli Prime Minister Benjamin Netanyahu and the Israeli leader told the candidate that he "couldn't agree more" with his remarks regarding Iran.

"We have to be honest and say that all the sanctions and diplomacy so far have not set back the Iranian program by one iota," said Netanyahu. "And that's why I believe that we need a strong and credible military threat coupled with the sanctions to have a chance to change that situation."

President Obama has not ruled out a military strike, saying he has left "all options on the table," but has worked to enforce stronger sanctions in the region.

Senor added that Romney is "highly skeptical" of Iran's requests for nuclear capability for civilian use only, but said that the "military option should be avoided if possible."

Senor said that Romney believes in a zero enrichment policy in Iran and that Tehran must believe "the alternative to zero enrichment is severe, and that's why the threat of military force has to be critical."

"And he just thinks it's unrealistic to just sort of hope away the threat of an Iranian nuclear weapons capability in terms of the impact it would have on Israel, the impact it would have on the region, the impact it would have on the United States," said Senor.

Romney and his wife Ann went to the Western Wall today where Mrs. Romney put a note in the wall.

The Republican candidate's trip to Israel is the second stop on his foreign foray and follows a bumpy trip through London where he riled the Brits over his comments about their readiness to put on the big show.

Swimming legend Michael Phelps suffered a nervy start in his bid for Olympic history Saturday as the London Games swung into full-blown action with China claiming the first gold medal.

Grants Available to Expand Participation in Hunting, Fishing ...

The Arizona Game and Fish Department is offering grant funding for local sportsmen?s groups to promote or facilitate hunter, angler, shooter or trapper recruitment and retention programs through their events and activities.

The department is making $75,000 available this grant cycle. Applications must be received by the department by 5 p.m. (MST) on Monday, Aug. 6, 2012.

Examples of eligible projects include mentored, hands-on hunting camps for big or small game animals; fishing clinics or camps; trapping seminars; and educational outreach promoting hunting, fishing, shooting sports or trapping.

?The Local Sportsmen?s Group Grant is perfect for organizations that are looking to start up or expand their introductory programs for their communities, but are lacking funding needed to make it happen,? said Craig McMullen, the department?s chief of wildlife recreation. ?This grant program is an investment in the local organizations that, day-in and day-out, are teaching people how to be safe, ethical, and responsible participants in these important American traditions.?

Funds will be awarded through a competitive application process. Multiple awards may be made. To be eligible, a group must: (1) be a local Arizona-based 501(c)(3) sportsmen?s group with a focus on hunting, fishing, shooting or trapping, (2) propose a project that fits the eligibility criteria, and (3) complete the project before June 30, 2013. Projects funded by the grant must be open to the public.

McMullen added, ?There is plenty of public interest in hunting and fishing, but many folks are from families that did not grow up with this type of recreation and need an experienced mentor to show them the way. The local sportsmen?s organizations are the perfect solution.?

5 Digital Marketing Metrics That Matter

Marketing is currently in a state of evolution where it is dispensing (again) with the old, and introducing the new. So if digital marketers who buy media are hung up on last-click attribution they are missing so much of the big picture.

They need to start looking at the role of media as an introducer and as an influencer, rather than just a last-click deal closer. They also have to start looking at customer engagement and its influence.

Here are five metrics that can help a digital marketer take these new shifts into consideration and better handle their daily bid management routine.

1. Bounce Rate

Monitoring how different ads or keywords generate different bounce rates can make a huge difference in your optimization efforts. Traffic sent to your landing page, homepage, or to an internal page on your website should yield important differences in bounce rates. You will need to bid down on bounce rates that are one standard deviation above the average, and bid up on lower ones.

Don?t abandon low-converting properties with a low bounce rate, because the reality is that you?ve managed to start an interaction with someone that could turn into something a lot more important than you may have first anticipated.

2. Average Page Views Per Visit

You can really measure how engaged your visitors are at this point by measuring how deep into your site they will go. By measuring engagement at this level, you?re seeing an indicator that you are beginning to influence, even if this does not immediately turn into a conversion.

When people find content that means something to them, they keep going deeper, and we know that the trend leans towards them sharing content they enjoy with their friends. These are people who may actually end up influencing more sales, and knowing what keywords are successful in this endeavor will help you to build an even larger customer base.

3. Average Cost Per Page View

This metric is absolutely critical to publishers, because it allows them to reach out to new audiences and turn a profit. The publisher model is to sell ad space, and knowing what a given page will yield in terms of revenue allows them to reach out to customers via paid channels in order to generate more revenue.

This means that if a publisher knows their revenue per page view is $0.50, then they must keep their cost per page view below $0.50

Let?s say a publisher pays an average cost per page view of $0.39 and they generated 100,000 page views for a period of time. This means that, by using this metric, publishers can now drive traffic to their site from search campaigns and measure immediate success in terms of profitability. Here?s the formula:

• Revenue per page view ? cost per page view * number of page views
  This looks like: $0.50 ? $0.39 * 100,000
  $0.11 * 100,000
  or $11,000 in profits

At this rate, bidding to an average cost per page view of $0.39 is generating a margin.

4. Average Time on Site

Are you reaching your customers? Are you speaking to them, and are they responding by spending time on your site? If, for example, you have a video on your site that is three minutes long, you?ll want to see that you?ve reached your audience for at least that long.

This is not just about how many page views you are generating, but the level of trust your customers are starting to put in your brand, and how curious they are about you. Bidding based on how much time people invest on your site will help you to automatically focus your efforts. Use this metric in combination with bounce rate and page views per visit for a complete picture.

5. Rate of Return Visitors

This is one of the most important metrics in measuring customer engagement. A higher rate of return for a specific keyword, or set of keywords, is good reason to focus more closely on those visitors. Because we?re often so focused on the last click when buying media, we forget to focus on the ones who are returning to our site, and we don?t give them what they need to convert.

Understanding that consumers ?browse the aisles? on the web as much as they do in a store gives you a reason to look more closely at those return visitors, and concentrate on assessing their true value. You will most likely find that keywords with a high rate of return visitors are ones that are deeply influencing the sales cycle.

More than ever, people need to trust brands before they will make a purchase, and if you are able to show them that you are willing to make the investment into having that conversation with them, then you are showing them that you?re willing to go that extra mile for their business.

With any marketing campaign, what?s at stake is the big picture, and it?s time to start making use of the technology that?s currently available to us and start looking at how each channel is influencing the other. Knowing which ads represent influencers, introducers, or closers, is absolutely critical to understanding how the aforementioned metrics are working in concert with your overall marketing strategy.

Spike Dudley?s in-ring career consistently saw the pint-sized competitor overcome the odds, toppling opponents twice his size. It?s quite representative of the uphill climb the undersized Matt Hyson had to weather to reach the top of sports-entertainment. (CLASSIC PHOTOS | CURRENT PHOTOS?| VIDEO PLAYLIST)

Hyson grew up in Providence, R.I., watching WWE every Saturday morning and going to shows at Boston Garden. ?I just fell in love with it,? he told WWE.com. The man who would find success as Spike Dudley described Bob Backlund as his earliest hero.

?He?d just won the title, he was the all-American boy and an amazing scientific wrestler,? Hyson said. ?He captured my imagination.?

Like many children, Hyson grew up dreaming of someday stepping into the squared circle. However, as he grew older, he realized his size might work against him.

?I was a buck forty, a buck fifty, [sports-entertainment] never seemed to be a possibility,? he admitted. ?I thought my chances were slim.?

After graduating from college, Hyson entered a much different environment from the ring: the classroom. Movie buffs recognize him as the crimson-covered combatant from "Beyond the Mat," quoting Shakespeare after a brutal bout. The film portrayed him as a teacher-turned-grappler, which wasn?t exactly the case.

?I was a third grade teacher?s aide,? Hyson explained. ?More or less a glorified babysitter. It became a day job to support my wrestling habit.?

That habit began soon after his graduation. Hyson packed up and left Rhode Island, settling in San Francisco, Calif.,?around 1992. There, he saw a commercial that altered the course of his career.

?I was watching Saturday morning wrestling when a commercial came on, asking ?Do you want to be a pro wrestler?????he recalled. Hyson quickly jotted down the training center?s information, making a hasty decision to start working toward his dream.

?I didn?t have any friends, I didn?t know anyone [in San Francisco], I had no social life,? Hyson remembered. ?So I said ?What the hell? I?ll give it a shot.? ?

The advertisement was for what would become the APW wrestling school, also featured in "Beyond The Mat." Though he thought someone of his stature would be best used as a referee or manager, Hyson?s ability in the ring convinced his trainers otherwise.

?I managed to hang with the big guys and excel,? he said. ?They just threw me in there. I guess I did well and after a few months, the head trainer said ?We?re going to make a wrestler out of you.???

Hyson competed as himself on the California independent scene for several years, taking on much larger opponents. The ?David vs. Goliath? aspect quickly became his hook in an industry that was short on small competitors.

He assembled a highlight reel of his best work and sent it off to every major promotion in the United States and Japan, hoping to catch on somewhere. While WWE or WCW didn?t come calling, the outlaws of sports-entertainment did.

Tazz, head of ECW?s House of Hardcore training school, saw something in Hyson?s reel and asked Hyson if he was willing to head back east and join ECW. Hyson?s answer was a resounding yes.

?I packed up into a little Toyota Tercel and drove cross country in less than 48 hours,? he said.

After settling down in Long Island, N.Y.,?in 1996, Hyson began studying his craft at the House of Hardcore. It wasn?t before long that he was stepping through the curtain into the famed ECW Arena in Philadelphia as the character that defined his career, Spike Dudley.

BEIRUT (AP) ? Fighter jets unleashed sonic booms and helicopter gunships strafed rebels as they pressed their fight Tuesday into new neighborhoods in Aleppo, Syria's largest city. Farther south, ground troops combed Damascus after the nearly complete rout of the largest rebel assault yet on the capital.

After a series of setbacks, President Bashar Assad's forces are solidifying their grip on Aleppo and Damascus, knowing that their fall would almost certainly spell the regime's end.

The regime appears to be regaining momentum after a series of setbacks that put it on the defensive. But while its forces easily outgun the rebels in direct confrontations, the rebellion has spread them thin ? pointing to a drawn-out civil war.

Syria's two biggest cities, home to more than one-third of the country's 22 million people and centers of its political and economic life, have remained largely insulated from the unrest that has ravaged much of the rest of the country during the 16-month conflict.

But this month, rebels from surrounding areas have pushed into both, bringing street battles to previously calm urban neighborhoods.

The fighting in each city has followed a similar script.

After building up their forces in the countryside and clashing with government troops there, rebels pressed into Damascus early last week, sparking clashes around the city with government troops.

The opposition landed a harsh blow July 18, when a bomb tore through a high-level security meeting, killing four top Assad security advisers including his minister of defense and his older sister's husband. All had been key architects of the government's efforts to quash the uprising.

But the battle turned when the regime deployed the overwhelming force it has used to crush rebels elsewhere, shelling residential areas and targeting rebels with machine guns and missiles fired from attack helicopters.

On Tuesday, the government appeared to have largely retaken the capital. Activists reported shelling and sporadic clashes between troops and rebels in and around the city, but acknowledged that most fighters had withdrawn.

"They had to withdraw because they lacked ammunition and organization, because the regime was stronger and because they didn't want to hurt civilians," Damascus activist Mohammed Saeed said via Skype.

The fighting took a huge toll, making June one of the deadliest months in a conflict that activists say has killed more than 19,000 people.

About one-third of the 150 people killed across Syria on Monday were in or near Damascus, said the Britain-based Syrian Observatory for Human Rights.

Amateur video posted online Tuesday showed the aftermath: buildings reduced to rubble by government shells, helicopters hovering overhead and columns of smoke rising from areas still on fire.

Other videos showed tanks in the streets and crowds of foot soldiers combing areas once held by rebels.

Syria's state news service said troops chased "armed terrorists" from some districts after killing and wounding many of them and were still searching other areas. Syria blames terrorists backed by foreign powers for the uprising.

Videos and claims could not be independently verified. The Syrian government prevents most media from operating in the country.

While the regime asserted control in the capital, rebels in the north launched an assault on Aleppo over the weekend. They pushed into neighborhoods in the southern and northeastern edges of the city and destroyed at least three government tanks.

The fighting expanded on Tuesday, with clashes spreading into neighborhoods on two sides of the historic old city and into a number of other areas, activists said.

The government fought back much as it did in Damascus, firing artillery shells on rebel areas and pursuing fighters with attack helicopters. Residents also reported fighter jets swooping over the city, breaking the sound barrier to cause sonic booms in a show of force.

"It's the worst day of fighting in Aleppo so far, but I can't tell what's happening on the ground or who's in control," said a local writer who spoke on condition of anonymity for fear of reprisals. "This is bad because in the end it's the civilians who will pay the price of this street fighting."

Prisoners in Aleppo's jail also rioted overnight, and activists said government forces killed at least eight of them. Guards quelled another prison riot in the nearby city of Homs with tear gas and live ammunition.

At least 26 of the more than 110 people killed nationwide on Tuesday died in Aleppo province, the Syrian Observatory said.

Syria's uprising started when political protests in March 2011 met a harsh government crackdown. As dissent spread and the death toll rose, many in the opposition took up arms and the conflict transformed into a civil war.

Syria's position as a geographic and political crossroads for the Middle East and beyond has given its conflict resonance far beyond its borders.

The U.S. and many Western nations have said that Assad must go, while Russia and China have stood by the regime and protected it from international condemnation by the United Nations Security Council.

Iran also counts Assad as a close ally and a bridge to the Lebanese militant group Hezbollah, which it funds and arms. On Tuesday, the commander of the Iran's powerful Revolutionary Guards, Gen. Masoud Jayazeri, warned of retaliation if any Arab countries intervened in Syria.

Despite rising condemnation of Assad, no country appears ready to intervene militarily to push him from power. Still, a Syrian official on Monday threatened that Syria could use chemical or biological weapons if it were attacked from outside.

Russia on Tuesday rebuked Syria for the threat, reminding Damascus that it had ratified a global convention banning the use of chemical weapons. A foreign ministry statement said Syria must "unfailingly honor its international obligations."

In Israel, which shares a closed and hostile border with Syria, the military chief warned his own government that an Israeli attack on Syria's chemical weapons depots could drag the Jewish state into a broader war.

Israeli officials have expressed fears that chaos in Syria could allow non-conventional weapons to reach those who would use them against Israel.

Israel must move cautiously to avoid "a broader offensive than we planned," Lt. Gen. Benny Gantz said, according to the army's website.

It remains unclear if the rebels in Aleppo will hold out longer than their colleagues did in Damascus. But even activists who acknowledged the loss of the capital said a larger battle had been won.

For the first time, the image of Damascus as standing outside of the uprising has been shattered, said Rami Jarrah, head of the Cairo-based Activists News Association.

"If this happened once, it can happen again," he said. "But next time," he said of the rebels, "they'll be more prepared."

TRAINS were delayed for up to an hour this morning after an animal was struck on the line between Evesham and Moreton-in-Marsh.

The service from Worcester to Oxford carrying commuters at 6.53am was halted after it hit a mystery animal.

The impact was so severe it damaged part of the train, and stopped at Moreton-in-Marsh to allow passengers off.

It has meant delays of up to an hour.

A spokeman for First Great Western said: ?The animal was so badly damaged we?ve not been able to identify what it is.

?It hit part of the train which links to the engine so we had to end the service at Moreton.?

Bigger trains are running on the line from this week for the first time since 2009 in a bid to help ease overcrowding.
