The reason why you are currently unable to send private messages is because you have not yet reached the post threshold. You need to have 10 forum posts before you can compose private messages, however, you can still receive and read messages if they are sent to you. This is a measure to ensure that bots don't sign up and spam our users with private messages.
That said, do not post spam messages to increase your post count. Instead, head on over to the Forum Games section, or the Discussion and Debate section and participate in some of those topics. You'll get to 10 posts in no time, trust me.
For future reference, any questions you have should be posted in the forum labled "Help" under the Main Lobby, or(when you can) PMed to a staff member, as this is the Welcoming section where new users post their introductions.
